The ticket for which itemControl table & htable were created was FHIR-15667, the resolution of which says, "to be used for Groups of choice/openChoice questions that have the same ValueSet for their options." However, the current descriptions of these leave out the part about the questions having the same ValueSet, and I saw an example today (which I can't find again) with table/htable for two questions with different answer lists. Unless there is an objection, I will file a tracker item to clarify that the answers for the questions need to be the same, as was the original intent.

Yes, that was the one with the different answer lists, which does not seem correct to me.
