J#25380 defines "disabledDisplay" on Questionnaire, as a sibling to enableWhen, and with options "hidden" and "protected". A couple of questions:

  1. It'll be added in R5. We'll presumably mark it as 'STU', as that element hasn't been well-exercised. (We'll actually need to walk through the Questionnaire and QR response resources and figure out which elements should be flagged as 'STU-only'
  2. Default could be hidden, protected or client choice. My leaning is the last - other thoughts?

Re #2, I think there might already be differing implementations on this point. Perhaps just leave it as client choice.
