I am not clear on the difference between baseType and fhirType, and how they would be used.

and https://www.hl7.org/fhir/extension-questionnaire-fhirtype.html says, "For questionnaires generated from FHIR profiles, indicates the FHIR data type or resource type that corresponds to this node."
... which sound like they might be the same.
