I don't quite understand 2.38.6.9 Useful Value Sets (http://build.fhir.org/questionnaire.html#valuesets).
Many questions have a common set of possible codes for their answer. These value sets may be useful to help, and when referenced by full URL, do not need to be provided as part of the questionnaire: Yes | No | Don't Know: http://hl7.org/fhir/ValueSet/yesnodontknow
Does that mean only the yesno value set does not need to be contained?
Or does that mean any common value sets do not need to be contained?

No value sets need to be contained. Valuesets that are tightly bound to a single questionnaire may be contained.
