Definition of the element Questionnaire.code: Concept that represents the overall questionnaire (Its definition in the Resource Questionnaire - Detailed Descriptions: An identifier for this question or group of questions in a particular terminology such as LOINC. )
Generally, Questionnaires are panels. However, its Description & Constraints provides its ValueSet as Questionnaire Question Codes (Example)

It's just an example binding - so no indication it's complete/appropriate for production use. It's pointing to all of LOINC - so panels and everything else. We certainly don't want to create a value set that filters to only 'panel' codes - and the reality is that Questionnaires can exist at a variety of levels
