I went to go paste that URL into the issue as a comment, but there was no option for commenting. I guess that is because the issue is "resolved". I would think comments would still be helpful until the issue is "change applied".

Hmm. I didn't want people commenting on stuff after the decision had been made because they often weren't looked at. We could change that logic to allow comments up until the comment was applied for comments where change is required. (Co-chairs can comment, just not regular users.)

If comments are not looked at, what mechanism is there for capturing important information related to the change, such as this case? If we implement the above URI, and then a different URI is put in place when the change is applied, it would waste our time changing our implementation and possibly the time of our users changing form definitions.

The biggest risk is comments being made against a proposal that's been rejected or has already been applied. Those will almost never be looked at. Comments against something approved but not yet applied are more likely to be looked at, though there's a significant risk that someone going through and applying changes will look only to the resolution and not subsequent comments. Can you raise this on the committer's stream? I'd like a wider set of opinions on what we should do.
