how do we tell the UI "this questionnaire has the following languages" - to populate the dropdown?

We have 2 immediate options:
a) Ask the software to go through the questionnaire and see which languages are used in the translation extensions.
b) adding an extension for "this resource has content in the following languages"

If you have one code that has French and nothing else does, is that enough to set the new extension?

which, btw, could also trigger the translation - if the author says "this is supposed to be French", then the translating process (whatever that is) has information to initiate the translation to French
