It is surprising that a search on Questionnaire using the "code" parameter cannot find values in Questionnaire.code, but only in Questionnaire.item.code. (That's the spec, and the way HAPI has implemented it.) We now have a FHIR server loaded with LOINC forms and the natural thing to do would be to search for them by their LOINC code, but you can't. I suppose we can put the code in as an "identifier", but it's a code.

That's probably a biproduct from the dstu2 design where the top level group item would have performed that role.

All it would do is permit you to search for a form that has that loinc code somewhere in it.
