Topic: SDC Choice Constraint extension

I'm having trouble figuring out what the SDC choiceConstraint (http://hl7.org/fhir/uv/sdc/StructureDefinition/sdc-questionnaire-choiceConstraint) extension is supposed to do. Isn't this the same as #open-choice items?

The extension is to allow the R5 approach to be pre-adopted in R4. It allows you to distinguish for 'open' choices whether you're allowed to add additional codes or additional text

(I hate the rendering of extensions. 90% of the content is boilerplate. The explanation is usually limited to a sentence, and there’s never an explanation of the associated value sets, etc.)
