I don't think statement is correct "we will treat overlap of linkIds, variables and context elements as an error". Since both the "target" questionnaire item (one with subQuestionniare extension) and the sub Questionniare root item(s) need to be validate, they must have "item.linkId". That is "overlapped" linkId. Or do we allow an item with only extension?

What the rule is saying is that if the importing questionnaire has an item with linkId of "foo" and the imported questionnaire has an item with linkId of "foo", that would constitute an error. Essentially the importing and imported questionnaires must be designed so that after import, all linkIds remain unique within the scope of the questionnaire.
