When would that be used? It's description says, "There is no need for this element if the item pointed to by the linkId has a definition listed." So I guess the use case would be if the corresponding Questionnaire.item.definition was not set, but I am having trouble imagining a situation where you would only want the definition on the response.

I think the intent is that some people want the definitions in the responses even if there's one in the questionnaire. We could perhaps reword the sentence to say "This mirrors the definition present in the Questionnaire and is supported for those who prefer to interpret Questionnaire semantics by definition rather than looking the definition up via the linkId and the Questionnaire."
