GF#15514 appears to have some illegal interpretations of v3 participation modes in it. I think that that the value set should be ... no, I don't know what it should be. The code system is pretty crap...what should we do?

I think the intention had been for us to submit a harmonization proposal, though we've sort of missed the boat on that...

Create the extension as CodeableConcept and leave it unbound or defer applying the change are the only real options
