For discussion on our next call - revisiting FHIR#21378. It makes no sense to move this wording to core, given that core doesn't talk about Population at all. @Bas van den Heuvel

@Lloyd McKenzie, The population aspect is defined in SDC, I totally agree that we should not address that population related elements in core. The core specification does define the Questionnaire.derivedFrom field.
So that leads to the "core" related question: what does derivedFrom mean what is expected related behavior of this field?

The zoom client is too much for my laptop, apparently. I could not hear the audio clearly. How do I dial in? The information on hl7.org/concalls offers a phone number and a participant passcode, but when I dial in I get asked for a conference code, which I don't see.
