@Eric Haas The Argonaut IG says "All ValueSets referenced by the .options element are contained resources in the Questionnaire and require a ValueSet.expansion." How does that work for ValueSets that are too big to stuff into a Questionnaire, e.g. if you had a lookup for ICD-10 or a drug name field?

That is the trade off of contained valuesets you can’t

I think it's a bad tradeoff. I think that other approaches should be allowed even if the EHRs won't use the other approaches

We limited our scope to simple forms. You are free raise a git issue. I have not heard a groundswell from the Argonaut community to revisit the IG., but if they decide to, we'll address it.
