Summary: active which specified where the schedule is active or not should be made mandatory.
Background: Schedule.active is currently optional (0..1). The proposal as we understand it is to make it required (1..1).
Proposed resolution: Active can be required via a profile if needed. Our current view is that this would be non-persuasive.
