Is there a desire to represent states and countries as codeableconcepts? We recently ran into an issue where supporting writing the patient resource caused a conflict in the database. We support a coded element for state and country. Using just a string caused address validation to fail.

This is technically a duplicate that went to FHIR-I against the address datatype, but we were told to use a generic extension. Does it make sense to only support that generic extension, or should address support coded data for address?

As in the coding went into the extension, and the display is in the normal property?
That sounds pretty normal. And the structure definition binds the string to the coding.
