I am using usng of "backporting extensionas" in ig such as :
http://hl7.org/fhir/4.0/StructureDefinition/extension-ElementDefinition.isModifierReason
in a STU3 IG. I understand that it has not been fully implemented in the ig-pub yet. but want to make sure that is OK to use and the QA error will be granted an exception.
