looking at your structuredefinition file in xml editor I see a lot of xml encoding error. like stray " and & and <. these will have to be cleaned up. And then you can download the xml schema from the FHIR specification and use that to structurally validate the file using an xml editor like XMLSPY or OXYGEN.
