Is there documentation on how a project might customize the basic look and feel? Things like colors? And has this been tested to be effective with the history page? I have a nicely colored IG, but I can't figure out how to get the history page using anything other than HL7 red.

History page is a custom page that isn't generated or maintained as part of the IG - so anything you do with it is manual.

You can also look at the examples of the HL7 template, the CDA template, etc. All they do is change colors and add a logo.

that overrides the css for the assets-hist.
(there may be a cleaner way to handle this so that the history page gets the same css as the template provides, but hey, it's working)
