This example of MeasureReport is getting the following error which is spurious since there in no group element on the resource:
MeasureReport/datax-measurereport01: MeasureReport (l1/c2) error The MeasureReport does not include a group for the group MRP Group

that's why there is an error - because there's no group in the MR even though the M defines a group

for data exchange there are no groups... this is not a report but rather collection of measure data.

Right, if the type is data-collection, it's not expected to be a complete measure report and wouldn't have a score or groups.
