The sum of the minimum cardinalities of the slices SHOULD be less than or equal to m. The cardinality of the sum of the slice minimums must be met as well as the minimum on the base element.
because of this , I can't say if category is 0..* MS and you provide a category - then at least one slice must be from valueset-xyz.

You could never do that with slicing - if you want something like that, it's an invariant. If you have a mandatory slice, then that means the element is mandatory.
