Which file does this setting live in? ig.json, ig.xml, or somewhere else? I'm trying to get the title in the header to pick up that the build is for ballot. Thx.

IIRC, I think there's 2 places for this.
1 the ig.xml has a parameter releaselabel
2 package-list.json

@Lynn Laakso in the publication instructions I think there is a reference to package-list, but I don't think that will change what's on the header
