Why can't I have a pages only IG that doesn't have any resources
(besides the ig.xml) ?

Because it's not a FHIR IG if it doesn't contain any FHIR?

smart launch was a FHIR without any resources. ( added some extensions now) but before. So I going to push back on that. I think it could be just pages.

If it's just pages, just create a static website - or a PDF. No reason for the IGPublisher

That's a rule I imposed more as a error detection mechanism, since people tell me that they want intelligent error messages not bizarre fails
