It seems like a somewhat odd dependency to have, but I think that showing how to declare dependencies is a good thing for the sample IG to do...

It would be good to use another sample IG for that purpose, not a country specific one...

Perhaps a uv IG and maybe one published by HL7?

would be good to show depending on one that is NOT hl7 published. I am struggling with this in IHE with one IG depending on another.

would actually recommend depending on TWO. one a common HL7 one (maybe IPS?), and another that is external.
