is it possible to specify an output flag for the publisher? the -destination flag from https://confluence.hl7.org/pages/viewpage.action?pageId=35718627#IGPublisherDocumentation-Validatingwithoutpublishing seems to be a no-op if you're running in ig mode.

you can redirect output to a different folder using the IG parameter:
path-outputThe relative path where the output is generated. Defaults to "\output", which must be the case for the ci-build scripts

Nick are you looking for instructions on how to publish an IG outside of the HL7 world? There are organizations, like IHE, that do this. We mostly follow the administrative process defined https://confluence.hl7.org/pages/viewpage.action?pageId=66938614
