From the discussion next door (https://chat.fhir.org/#narrow/stream/179252-IG-creation/topic/Schematron.20build.20error), currently we can either:

  1. use one of the available templates
  2. make our own template, publish it then use it
  3. use one of the available templates and add some stuff (colors, logos, etc.), - NOT active content.

You're free to add active content - but if you do, you can't use the CI build - that's true whether you create a template based on one of HL7's or build your own from scratch. With the CI build, the only active content can be from 'trusted' templates.
