The IG Publisher seems to be making calls to /metadata?mode=terminology and expecting a Parameters response when talking to an R3 server. This does not appear to be documented here: http://hl7.org/fhir/STU3/http.html#capabilities

where would I find that now...used to be in implementations/java/org.hl7.fhir.convertors but looks like a mass code deletion
