is ig.ini the way forward? Everything at https://confluence.hl7.org/display/FHIR/IG+Publisher+Documentation still says ig.json ...nothing about ig.ini there that I can tell.

Yes, it's the way forward. Improved documentation should be coming in the next couple of months as we move the template mechanism from alpha to expectation
