Topic: guidance for when to ballot next STU

Can someone point me to guidance on when it's appropriate to submit a new version of a FHIR IG for ballot, e.g., going from STU1 to STU2? I'm assuming it's a combination of significant changes, time for testing of STU1 by implementers (>1yr?), # of implementers testing, etc. I'm just wondering if any official guidance on this is documented anywhere.

Primarily one of two things:
- there's been a significant enough set of changes that community review is again warranted
- you want to boost the ballot level

Also, there's an expectation for 2 full STU cycles before you can take something normative.
