On today's vocab call (which is still going, but has moved on subject wise), there was discussion about the fact the build fails if a value set refers to an unknown code system. I don't believe that this is the case. I added a value set that refers to a non-existing code system to the sample IG here:

https://build.fhir.org/ig/FHIR/sample-ig/ValueSet-valueset-no-codesystem.html

The publication proceeds ok, with the expected outcome that the value set is not supported by the publication tooling which is a warning: https://build.fhir.org/ig/FHIR/sample-ig/qa.html#_scratch_ig-build-temp-2GSZNX_repo_input_resources_valueset-no-codesystem

I am not surprised. We need more folks who run builds and display the third-hand reported errors causing the hand-wringing. There are glitches here and there but the causes are usually not what folks think they are. I thought lots of external reference stuff was broken until I setup the IG parameters properly. n Next time I want to see the build QA and source on the call. Not just blabbing about errors.
