Do we have guidance on how HL7 IGs should reference value sets for vocabulary binding? For example http://hl7.org/fhir/us/core/StructureDefinition-us-core-medicationrequest.html has a link to VSAC but I can't readily turn this into an intensional definition or an expansion. (Perhaps I need to re-activate an account, but either way this is a barrier for folks who want to understand and follow binding requirements.)
Is there a litmus test for what "counts" in a publication? (E.g., as a thought experiment: what if an IG linked to a non existent external page?)

VSAC is a running sore for me, and I need to do another round of development to improve things, but it's not going to get much better.

There's actually an MnM item that we plan to take up w/ vocab tomorrow that talks about value sets having policies around their future changes - which influences when/if it's safe to reference external value sets.

Using VSAC solves the problem of having to maintain vocabulary in the IG or (HTA managed I guess) and allows independent updates per us regulations but - yes - accessing it is really challenging. There is a whole section on this in the terminology page.
