I'm trying to address this warning in the QM IG:
ValueSet http://www.rfc-editor.org/bcp/bcp13.txt not found by validator
I see the logic in the validator that is adding this warning, checkMaxValueSet, but I'm not sure how to add this value set?

No, it's R4, but it's coming from the maxBinding of the Expression.expression element that we're using for criteria.

we fixed that, so I don't see why we should continue to use it. @Bryn Rhodes which version is the IG based on? this thread isn't clear

The iG is R4, @John Moehrke where are you seeing STU3. It started there but we upgraded it several cycles ago.
