Okay @Grahame Grieve I have published using 4.0.0 version. But it is showing unknown FHIR version 4.1.0.

this error can only happen if a file is deleted from the contents of the package cache after the IG publisher has started

I'm also getting the same error while running the IG but in directory c:\users\vani\.fhir\packages packages.ini file is not present.Can you help me how to resolve this??

I don't know why it would not be present. do you have some security program causing trouble? can you add that directory as an exemption?
