Now that USCore r4 is balloting 3.0.1, I need to understand how it will impact dependent IGs and perhaps start a discussion on how to create a process for notification and updating dependent IGs, especially published IGs. Depending on how extensive the changes are to USCore, the dependent IGs may be impacted due to the need to change or tighten constraints. Worst case, the dependent IG may be broken by the USCore changes.

At what point would a dependent IG need to go to ballot or is it possible to release an updated IG vX.0.1 without a comment period if it's a non-breaking change? How much of the publication process is needed when the dependent IG hasn't changed but USCore has?

Dependent IGs should be dependent on a specific release of US Core. Creating a new release of US Core shouldn't break anything. It'll be up to the individual IGs whether/when to migrate to depending on the new release.

In terms of notification, not sure what the best approach is there. How would authors want to be notified? What would they actually pay attention to?

Assuming the authors are on the IG, email should work for notifications (whether they'll pay attention or not... that's another question. So, if USCore is updated and the dependent IG is not, would the dependent IG still be considered conformant?

Sure. It's conformant to the version of the IG it depends on. Just as an IG that depends on DSTU2 is still "FHIR-conformant", even though the official release of FHIR is now R4.

We intend to publish a version 3.1.0 following the comment period and that one you will want to pay attention to. I think that it should be a subscription service for notifications. Specifically here on Zulip with a stream devoted to new IG versions. Hopefully automated or linked to the publishing process.

Yes. If the IG is STU, you could do it as an STU update and wouldn't necessarily need to ballot, but the rest of the process would be needed.
