Is there a way to know (in advance) what the URL of the published IG will be? I am asking for a US-based IG.

In looking at Carin-BB, the URL of the balloted IG version is http://hl7.org/fhir/us/carin-bb/2020Feb/ and the URL of the published IG is https://hl7.org/fhir/us/carin-bb/

Similarly, in looking at DaVinci ATR, the balloted version URL is http://hl7.org/fhir/us/davinci-atr/2020Feb/ and the current published version URL is http://hl7.org/fhir/us/davinci-atr/

So, if a (US) balloted IG version is http://hl7.org/fhir/us/our-IG/YYYY-mmm/, would the IG published version URL be http://hl7.org/fhir/us/our-IG/ ?

The 'current' release of the IG should be available from the canonical URL for the IG. Specific releases will be under a [release folder] (e.g. yyyymmm for a ballot, or STUx.x for an official release.

Are you looking for the URL of a specific published release of an ig, or the most recent published version?

For the most recent published version, you're correct that http://hl7.org/fhir/us/our-IG/ would be the url.

For the URL of a specific published release that will look like 'http://hl7.org/fhir/us/our-IG/STUx.x/' where x.x is the version you're looking for. For example, http://hl7.org/fhir/us/davinci-atr/STU1/
