Why does the package-list.json file in the ig-template-base repo reference "fhir.base.template"? Shouldn't it be "hl7.base.template"?

no. It's not the base for hl7, it's the base for all FHIR igs

@Lloyd McKenzie this is confusing because the git repos don't use the same names. Can you update the confluence page that documents this with package/git repo mappings please

The documentation already existed (in the ig-guidance IG), but there was nothing in confluence that pointed to it, so I fixed that.
