I was hoping I could find a way to, say, make all the H2 (or maybe even H3) headings in my IG pages appear as links in the TOC.

For comparison, I like how Confluence give you the option of setting a range of included heading levels to automatically insert into a TOC, as well as the ability to define include and exclude regular expressions for headings.

Not possible with the current template. (Note that your pages shouldn't have anything higher level than H3...)
We're evaluating a clam-shell left-hand-side menu and, if we move to that, then what you're proposing might be possible there. The formal ToC page is really intended to just list "what pages exist"
