I get an error like this in my IG
ERROR: ImplementationGuide.definition.parameter[22].value: Supressed messages file is not using the new format (see https://confluence.hl7.org/display/FHIR/Implementation+Guide+Parameters)
I have looked at the recommended confluence page but that doesnt help because I cannot identify where
ImplementationGuide.definition.parameter[22].value:
is.
Is this a bogus error?

No. It means that your suppressed messages file doesn't have the proper header. Not sure why it's listing parameter[22]. Maybe that's your first line in your suppressed messages file?

Well I think I found the problem. I did not create a suppressed messages file at all. I do see an ignore warnings file which I guess was generated. I did not create it. Its full of stuff that makes little sense, but I have an example of a good one.

I've added the suppress warnings file (in the new format) to the AU FHIR Base IG and there are some warnings that just don't suppress - yet other similar ones do...
ValueSet https://healthterminologies.gov.au/fhir/ValueSet/australian-states-territories-2 not found by validator
It lists it at the bottom in the suppressed area too...

I'm getting this same error. I've tried using the old format and the new format, at least as far as I can tell. The example on the confluence page is limited. Does anyone have a more extensive example I could see/imitate?
