What should be the approach for unofficial IG templates?
2 types of cases:
- I have my own template just for fun. Nobody else needs to use that.
- If I'm working on the HL7 BE template, and while that is not a thing, I may want to use it and share with colleagues

idea: if we include the template in the IG's "template" folder, should the IG Publisher accept that instead of returning an error?

It shouldn't be in the 'template' folder - that's a temporary folder. You can however point to a local folder as your 'template' rather than pointing to an id.
