In DEQM IG we do not require count for each population yet am getting the following warning. Since DEQM is like the de facto quality measurereporting IG, where is this warning coming from as I see no invariants in the MR resource?

It's coming from the validator directly, and it's not an error, but is a warning - because why would you a completed measure that doesn't? It's just drawing your attention to that as a likely problem

My actual question is really about where is this guidance documented ( I can't find it). I don't think the warning should be the first time this requirement is exposed and then only to ig authors. @Bryn Rhodes @Grahame Grieve

it's in the validator and what is in the validator is from what is stated in the specification

looks like this has been previously addressed : FHIR-27809, FHIR-26681 but not yet applied. @Bryn Rhodes do we need to update DEQM profiles to include count as 0..1 MS for ind and summ reports?
