On the one hand it looks suitable for sending information, i.e. for being the content of an instance of communicating, say a statement that a person has no overdue vaccinations, in the same space as Flag or even a collection of Observations, in the same space as List..

On the other hand its description suggests that it is for documenting an instance of communicating, which makes it more like Provenance, and not suitable for sending information to a patient, just for recording what information was sent to the patient.

When you're sharing FHIR data, you're always communicating. You don't need to (and shouldn't) wrap data that you're passing from one system to another in Communication. Communication is needed when there's a requirement to document in the clinical record - beyond what would be in audit - that certain information was shared. For example, "I provided smoking cessation pamphlet XYZ to the patient on this date".
