Topic: Relative link expanded to the base specification

I have a relative link in the comment of a StructureDefinition ([Expansion Rules](measure-terminology-service.html#expansion-rules)) but when it renders in the publisher, it becomes a link to the base specification. I've tried using the site.data.canonical data element, but it is not resolved: ([Expansion Rules]({{site.data.canonical}}measure-terminology-service.html#expansion-rules)). Is there a way to get the IG path resolved in this way, or to instruct the publisher to leave it as a relative link? Or should I remove the link?
