I am trying to refer to an external CodeSystem definition for a ValueSet in an IG https://healthterminologies.gov.au/fhir/CodeSystem/australian-states-territories-1 which serves the CodeSystem resource content directly (no IG to reference) IG builder does not resolve content - should I be asking to get these published as an IG to reference or can I refer to another terminology server or raw content some how?

An alternative to direct resolution, as proposed by the ticket GF#17694, would be for the IG to support specification of one (or more?) alternative terminology servers.
