Is there a recommended way to reference value sets that come from PHIN VADS? For example: https://phinvads.cdc.gov/vads/ViewValueSet.action?oid=2.16.840.1.114222.4.11.7129
For now, we're referencing them with links like above, but the terminology server doesn't seem too happy with that approach. I suppose we could use urn:oid:2.16.840.1.114222.4.11.7129

When I did the OccupationalData resource originally (I think Chris may be working on the profile?) I had the same question and decided to use the urls. The terminology service doesn't currently support the urls or urns for expansions, etc., and PHIN VADS doesn't provide a FHIR API. So I don't think there's a great answer, but it would be good to work out a more robust general strategy for it as working with PHIN VADS will be common in some contexts.

@Rob Hausam -- thanks for the insight. @Mark Kramer is doing most of the work on the modeling, but I'm responsible for the tooling side that pumps out the IG. It sounds like this PHIN VADS value set resolution issue isn't like to be resolved (no pun intended) before the ballot. Agreed that we should figure out an accepted (and supported) way forward for referencing PHIN VADS URLs soon though.

@Grahame Grieve -- the only remaining errors on our ODH build (aside from one broken link) are errors about not being able to resolve PHIN VADS value sets:
I assume those are "acceptable" errors for going to ballot? It doesn't seem there is any way around them.
