If I want to reference searchParameters _lastUpdated or _id in a capability statement, what works.
Referencing http://hl7.org/fhir/SearchParameter/<lower case Resourcename>-lastUpdated doesn't work.
Do I need to redefine them in my IG?

URL value 'http://hl7.org/fhir/SearchParameter/explanationofbenefit-lastUpdated' does not resolve

thats what we did in US Core

see for example

https://www.hl7.org/fhir/us/core/CapabilityStatement-us-core-server.html#patient

the standard only references the SP : http://hl7.org/fhir/SearchParameter/Resource-id

@Eric Haas -- when you say "thats what we did", you mean defining SearchParameter-us-core-patient-id.html , and referencing the locally defined version, correct?

no. it means, the common parameters are defined on resource, which is why you can't find http://hl7.org/fhir/SearchParameter/<lower case Resourcename>-lastUpdated - it's http://hl7.org/fhir/SearchParameter/Resource-lastUpdated
