Stream: IG creation

I hope this is something quick that someone can answer.
How does the history.html or history.cfml get created for a new IG. I have a history file and the history.html does get created in the "output" directory as "output/history.html".
However for the directory of published versions which is part of the template of every page in the IG at the top, the history.html link always points to the IG Root directory.
For e.g : http://hl7.org/fhir/us/davinci-atr/history.html
How does this get created ?
The packagelist.json is present with appropriate information, but nothing there points to getting this file created.
Is there something that we need to do to create the history.html at the root directory.

I believe this gets created as part of the publication process. @Grahame Grieve ?

yes. it is generated from package-list.json. When you submit for publication, the last thing you do is
- download the current package-list.json from [canonical]/package-list.json
- add an entry for your new release
- save this in the root of your repo
