Why is the following warning generated although the code is included in the ValueSet?
The Coding provided (http://terminology.hl7.org/CodeSystem/v3-ActCode#EMER) is not in the value set http://terminology.hl7.org/ValueSet/v3-ActEncounterCode, and a code should come from this value set unless it has no suitable code. (error message = Not in value set http://terminology.hl7.org/ValueSet/v3-ActEncounterCode)
