Are there good practices to keep all stakeholders up to date on the IG, so that when we change the IG we can inform (besides sending an email with the Release Notes)?

Not really following. Are you wanting an IG-specific channel that those interested in a particular IG could monitor and get notifications when there are updates?

If the stakeholders for an IG are not all Zulip users, how should we keep people up to date?
For example a company's IG, or a regional or federal government IG.

Typical mechanism I've seen is that people sign up for a mailing list/email list and receive notifications when new versions are published. For a very sophisticated user group, an RSS or Atom feed can work.
