After discussion with Lloyd, it appears that this error is because the publisher is generating the highlighted reference (see images) and is trying to create a link to the whole string as opposed to the resources individually.

Per Lloyd, the errors below also seem to be a publisher problem. The links to the core specification are not linked to the proper URLs.

It's a rendering problem from an inferred extension

Not sure if it's on the internal generation of the extension or if it's just the rendering. But it's not coming from the IG.
