My IG is yelling at me that the expected jurisdiction for US-realm is:
urn:iso:std:iso:3166:-2#US

However, when I specify that in my IG and artifacts, it yells that it doesn't recognize code system urn:iso:std:iso:3166:-2

What is correct?

Mine too. Correct is urn:iso:std:iso:3166, but there are 2 and 3 character codes known as ISO-1366-2 and ISO-1366-3. So I'm thinking there's an error somewhere in IG Publisher in resolving these.

ISO 3166 is a 3 part standard, each of which defines a code system:
urn:iso:std:iso:3166: Part 1, Country Codes (2-letter and 3-letter, and numerical codes)
urn:iso:std:iso:3166:-2: Part 2, Subdivision (State/Province) Codes
urn:iso:std:iso:3166:-3: Part 3, Historical Country Names

So, I think you are incorrect. And the specification indicates that the code should be: urn:iso:std:iso:3166#US
